Mueller states that the President did exert undue influence on the investigation, that he didn’t consider indicting Trump, because of OLC guidelines concerning a sitting president as well as concerns about placing burdens on Trump’s ability to govern. He also states that he did not consider “collusion” as it is not a legal term, and that not “establishing” a crime doesn’t mean there isn’t evidence for it.
